Kingsport Land, Permits and Barndos

Barndominium builders in Kingsport work in the largest city in Sullivan County, a place shaped by a river junction and a long mountain. The North and South Forks of the Holston River join at Kingsport, and the northeastern end of Bays Mountain rises southwest of town. Between the two you get valley floors, creek bottoms and steep side slopes, and each one changes how a barndominium sits on the land.

How fast Kingsport has grown

Census figures show Kingsport went from 48,205 people in 2010 to 55,442 in 2020, with 57,530 estimated for 2025. The city's land area also grew, from 49.81 square miles in 2010 to 52.60 square miles in 2020. When city limits move, a parcel that used to be county land can end up under city rules, so we never assume. We look up the current boundary for your lot.

Two offices, two rulebooks

Inside Kingsport, the city Building Division enforces the adopted codes and handles permits and inspections. The city Planning Department handles subdivisions, rezoning, zoning development plans and annexations, and it works with the Kingsport Regional Planning Commission and the Board of Zoning Appeals. Outside the city, Sullivan County's Department of Planning and Codes in Blountville takes over. The county says building permits are required for all types of residential housing, it has adopted the 2018 International Residential Code, and it has had zoning since 1988. It also notes that septic and floodplain permits may be needed, and that electrical permits come from the State of Tennessee. For a barndo, that means a building permit, a state electrical permit and often a septic permit.

River lots

The Holston is a big river. The flow record at the J. Will Taylor Bridge gauge peaked at 62,900 cubic feet per second in March 1935. Fort Patrick Henry Dam and Boone Dam hold back lakes on the South Fork southeast of the city, and the Long Island of the Holston, about four miles long, sits across the main channel from downtown. If your land touches the river, a lake or a creek bottom, we pull the flood map before choosing a pad height and before you commit to a floor plan.

Mountain lots

Bays Mountain Park covers 3,750 acres on Bays Mountain and is the largest city-owned park in Tennessee. Its 44-acre reservoir was built in 1917 as the city's water source. Land along these ridges is beautiful for a barndominium with a long porch and a view, but it needs a driveway plan, cut-and-fill on the pad and a way to move runoff away from the slab.

Valley soils

Much of the ground around Kingsport is Ridge-and-Valley country. One soil series mapped in the Appalachian Valley of Virginia, Tennessee and Kentucky is Groseclose: well drained, deeper than 60 inches to bedrock, formed from interbedded limestone, shale, siltstone and sandstone, and with slow permeability. Slow permeability matters for septic design. In Tennessee a TDEC environmental scientist evaluates the site, may ask for a soils map from a private consultant, and the state allows up to 45 days to process a complete application.

An industrial town with room for shops

Eastman Chemical, founded in 1920, is headquartered in Kingsport and runs its largest manufacturing facility there. If you want real shop space at home, a shop house with a tall bay door, a concrete floor sized for equipment and attached living quarters is a natural fit for this side of the Tri-Cities.

What a Kingsport-area build looks like

1. Confirm whether the lot is in the city or the county and check zoning. 2. Septic site evaluation if there is no sewer. 3. Flood map and grading plan. 4. Plans, permits, then site prep, slab, shell and dry-in. 5. Insulation, mechanicals and finish-out.

Kingsport Questions

Who issues the permit for a barndominium outside Kingsport city limits?

Sullivan County's Department of Planning and Codes in Blountville. The county requires building permits for all residential housing, and electrical permits come from the State of Tennessee.

Does Sullivan County have zoning?

Yes, since 1988, and the county publishes an interactive zoning map. We check your parcel's district before design.

Is building near the Holston a problem?

It can be. We check the flood map, set the slab elevation to match, and keep the home out of the lowest ground where we can.

Can you build a shop house on a sloped lot near Bays Mountain?

Yes. Sloped lots can work well with a walkout or a lower shop level, but we plan the driveway and drainage first.
