A Barndominium Near the Holston

Barndominium builders who know Bluff City start with the river. The town grew where the East Tennessee, Virginia and Georgia Railroad crossed the Holston River, and its names tell the story: Choate's Ford, then Middletown, then Union, Zollicoffer during the Civil War, and Union again until it incorporated as Bluff City on July 1, 1887. It is a small place, 1,822 people in the 2020 census, in Sullivan County between Bristol and Johnson City. Around it is rolling land and lake country, ground that suits shop houses and barndos.

We design and build barndominiums, shop houses and metal building homes in and around Bluff City. These are the points we check first.

Town lot or county lot

Bluff City is an incorporated town, so a parcel inside the limits answers to the town, and the town publishes a water quality report for its system. Bluff City has also annexed land to the south along Allison Road and Piney Flats Road. Land outside the limits falls under Sullivan County Planning and Codes, which requires building permits for all new homes, has had zoning since 1988, and adopted the 2018 International Residential Code. Your tax bill and plat tell us which side you are on, and we confirm it with the right office before design.

Erosion and runoff

River towns care about mud in the water. Bluff City runs a stormwater program and asks residents to report erosion and sediment problems, illegal dumping and illegal storm drain connections. Sullivan County lists stormwater management and floodplain permits among the approvals a project may need. For a barndominium, that means silt fence before grading, a stabilized construction entrance, and a plan for the runoff from a large metal roof. A big shop roof sheds a lot of water. We route it with gutters, downspouts and swales so it doesn't cut a ditch across your yard or into a neighbor's.

Two big lakes nearby

South Holston Lake, a TVA reservoir on the South Fork Holston River, covers about 7,580 acres in Sullivan County and Washington County, Virginia, and was completed in 1950. Downstream, Boone Lake covers about 4,400 acres, with one arm reaching about 16 miles up the South Fork Holston. Lake-area lots often come with steep banks, view-driven siting and deed covenants. We check those, along with flood mapping, before a final plan.

Steady soil, slow drainage

Soils that weather from interbedded limestone, shale, siltstone and sandstone in the Appalachian Valley include the Groseclose series. The USDA describes it as very deep and well drained but slowly permeable, with a clay subsoil. Slow permeability matters for septic design and for how long a wet pad takes to dry after rain. If a site shows clay like that, we plan the pad, the foundation drainage and the construction schedule around it.

Septic outside the sewer

Rural parcels need a septic permit from the Tennessee Department of Environment and Conservation, which evaluates the site. Owners should mark property lines and house corners and mow the evaluation areas, but not cut, fill or disturb the soil before the visit.

Bluff City Questions

Does Bluff City or Sullivan County permit my home?

Inside town limits, the Town of Bluff City. Outside, Sullivan County Planning and Codes. Some land south of town toward Piney Flats has been annexed, so we confirm the line for your parcel.

What does stormwater control look like on my build?

Silt fence and a stabilized entrance during grading, then gutters, downspouts and swales to handle runoff from the roof. Bluff City treats erosion and sediment problems as violations, so we keep the site tight.

Will clay soil affect my septic system?

It can. Slowly permeable soils limit some system types. TDEC's site evaluation decides what works, and we plan the home around that.

Can you build near South Holston or Boone Lake?

Yes, after checking flood mapping, slopes and any lot covenants. Lake lots often need extra planning for access and erosion control.
