Building a Barndominium in Abingdon
Barndominium builders serving Abingdon have to remember one thing first: this is Virginia. Abingdon is the county seat of Washington County, Virginia, and part of the Kingsport-Bristol metro area in the Tri-Cities region, but permits, septic and codes follow Virginia's system, not Tennessee's. Paperwork that works on the Tennessee side does not carry over, so we sort out the Virginia side before anything else.
Where Abingdon sits
The town lies in the Great Appalachian Valley between the Middle Fork and the North Fork of the Holston River, at about 2,087 feet. That puts much of the surrounding countryside in long valley bottoms between ridges, with river forks running through. Valley land is usually easier to build on than mountain land, but parcels near either fork deserve a look at drainage and low ground before we set a finished-floor height.
Soils in the Virginia valley
USDA's Groseclose series is one of the soils mapped on ridges and sideslopes of the Appalachian Valley in Virginia, Tennessee and Kentucky. It forms from interbedded limestone, shale, siltstone and sandstone, has a clayey subsoil, drains well but has slow permeability. The Dunmore series, also found in Virginia's Ridges and Valleys, is a dolomitic-limestone soil with 40 to 60 percent clay in the subsoil, and some areas are pitted by limestone sinks. Slow-draining clay affects two things on a barndo: the slab and the septic field. We plan for both.
Weather we design around
NOAA normals for Abingdon put the average annual snowfall at about 12.5 inches and precipitation at 47.27 inches, with records from minus 21 degrees F to 100 degrees F. That range is why we pay attention to:
- Insulation that handles both deep cold and summer heat on steel walls
- Roof drainage and gutters sized for nearly four feet of rain a year
- Footing depth and frost protection on water lines
- Wide porches that keep snow and rain off entries
Virginia permits and septic
Virginia builds under the Uniform Statewide Building Code. The 2021 edition took effect January 18, 2024, together with the 2021 Statewide Fire Prevention Code, and building permits are issued by local building officials, with fees levied under that statewide code. Unlike Tennessee, there is no state residential permit program filling gaps in rural counties, so in Washington County, Virginia the local building official is your starting point.
Septic systems and private wells go through the Virginia Department of Health, not TDEC. Virginia uses one application form, the Commonwealth of Virginia Application for a Sewage Disposal System and/or Private Well Construction Permit, and a rural barndo usually needs both boxes checked. Some projects, such as alternative systems or designs that need an engineer, require supporting work from a private consultant to accompany the application. We confirm the requirements for your parcel and build the schedule around those reviews.
Washington County, Virginia at a glance
The county covers about 566 square miles, was formed in 1776, and had 53,935 residents in 2020. Roughly 69 percent of them live in rural areas, and 74 percent of occupied homes are owner-occupied, so acreage with room for a shop is not hard to find. The county borders Sullivan and Johnson counties in Tennessee to the south and southwest, and it belongs to the Kingsport-Bristol metro area. Abingdon itself had 8,376 residents in 2020. January nights average about 24 degrees and July afternoons about 85, which is why the envelope has to handle both.
Town or country
Inside town limits you are building next to a historic place: Abingdon dates to Black's Fort in 1774, was incorporated in 1778, and has been the county seat since 1776. On an in-town lot we check early for any design or zoning rules that affect a metal-sided home. Out in the county, larger acreage makes room for the shop bays, RV doors and wraparound porches barndo owners want.
Close to the trail
Abingdon is the trailhead and final stop of the Virginia Creeper Trail, which runs through Damascus toward Whitetop Mountain. If the trail is part of why you want land here, bike storage or a big mudroom is easy to plan into a barndo.

Abingdon Questions
Do Tennessee permit rules apply to a barndominium in Abingdon?
No. Abingdon is in Washington County, Virginia, so Virginia's building, zoning, septic and well rules apply. We plan the project under those.
Who approves septic and wells in Washington County, VA?
The Virginia Department of Health, through a combined application for a sewage disposal system and/or private well construction permit. Some system types need supporting work from a private consultant. We confirm the process for your parcel before the house site is fixed.
Is land near the Holston River forks a concern?
It can be. We check low ground and drainage near the Middle and North Forks before setting the floor height.
Is clay soil around Abingdon a problem for a slab?
Valley soils like Groseclose have clayey subsoils with slow permeability, so we focus on compaction, drainage and a vapor barrier under the slab.
